Can't this netbook with HD400 at least be usable as smoothly in normal Windows / browsing conditions? I have another i5 notebook with HD4000 which is smooth to use. Visual settings and transparency, everything is off, besides ClearType (tried that as turned off as well). Basically, as if the video card power isn't enough to render the GUI normally. Also it is sort of slow motion when the mouse hovers on icons and needs to show highlighted colors of the icons. Can it actually fix the UI scrolling issues, for example, in Start menu or Explorer? It stutters when I scroll really fast. The shutup10 tool has many privacy settings recommended for disabling. The result is very slow Windows 10 UI experience, almost like having a default basic windows drivers installed. I have an Acer TravelMate B117-M which has the GPU mentioned above and no matter what I tried it never boosts, always at 320Mhz.
